Thank you to whoever wrote the great wiki and to all who contributed their expertise.
Also, thank you to the person who suggested looking for a fee free ATM - yes! And it's near my Target.
Regarding finding a Target thAt carries AFT, their website has listings of store by state. It's not very well laid out, but a little time with Google maps and you hopefully can find one close by. It's better than driving around b/c even if you know they're supposed to be there, they're still hard to find.
This is definitely more work than VR from my CVS a mile from my house but I had just got some new cards needing min spend.
The other downside is that I feel guilty now for not visiting the CVS cashiers I used to chat with regularly, haha. I was kind of like Norm in Cheers.
