Is this new?? I've stayed here in the past and had no trouble getting an upgrade or late check out.

Yes, that is correct. It is standard language for all SVO properties. This property typically has the capability to provide upgrades and late check-out. Of course, both of those benefits depends on occupancy and as an SVO property they are subject completely to the discretion of the property.
