Last summer, BR released a LOT of award seats ~330 days out, including multiple business class seats on many (all?) TPE-North America flights. So, unless their award release pattern changes, planning far in advance is definitely advantageous for getting EVA J awards.
As for whether they release seats 1 month out (or any other time), I'm not sure. There's an intra-Asia route I'm monitoring and am finding that occasionally seats are released about 5 days out, but it's far from consistent. And the pattern might be different for TPAC flights anyway.
