I have not paid any fees outbound from my home airport but is because 100% of my flights have a connection and they don't deal with the international rules other than to check documents. So it is most likely an IT issue but it is one that works for me. The computer system should be smart enough to catch the fees no matter where you start from but it does not look that way.
