I rent from Avis all the time, and I find that near-by airports are often considered co-terminals, and there is no one-way charge. I haven't done' IAH-HOU, but you could price it out on the Avis website as IAH-IAH and IAH-HOU and see if there's any price difference.

DEN-COS, LAX-BUR
