Sometimes it's restricted to certain areas, even though not explicitly written in the terms and conditions. For example, orbitz/cheaptickets codes often don't work for Asia/Australia regions (but I think Dubai doesn't fall into this category). At the same time ebookers codes seem to work in these areas, but usually have smaller discount percentage.
