I personally believe the airlines do "cancel" flights with extremely light loads by substituting broken aircraft from full flights to light flights or creating a "maintenance" issue.

I doubt it'll happen at an international outstation with few daily flights and planes that would otherwise be out of position. It mostly happens on domestic routes with multiple daily flights and plenty of options for pax and aircraft positioning.
