There seems to be a problem today with UA's site seeing other Star * partner's award seats, particularly in F and C today.

Not sure where you are getting the 179 day rule. I have been watching other F and C awards for the last couple of days 10+ months out. And have booked C awards on LH, thru the UA site, over 179 days in advance.
