I know this project quite well since it was only a dream and, while I am sure it has been taking more time then expected/promised I believe it will be a hit once fully operational.
Doha might be a small town (depending from the point of view) but the government is strongly committed in making it a destination and with all the money they are investing I will not be surprised to see that happen...
just my opinion
This is what I felt when I was there last Nov . There are no visitors to Pearl Qatar , only the residents that live there who are mainly arabs . The restaurants are all European but they have banned alcohol so western expatriates do not go there often .They haven't been able to sell many residences either . Plus there is an oversupply in Qatar hospitality market .

[I]Meanwhile, the Four Seasons has told Doha News that although the company has spent 1.5 years preparing the ground and foundations of their new Pearl site, the project has currently stalled, with no time frame given for the resumption of building work.

The hotel group says that the alcohol ban is not the reason for their decision to pause the development, but has also given no other explanation for the move. Previously, management has said that it believes the Qatar hotel market is currently saturated./I]
