Ultimately, it depends on the specific location and how it is run. A HLE I use occasionally washes the car, vacuums interior, sets tire pressures, and windshield washer fluid. Everything else gets checked regularly on its specific mileage services.
My normal HLE manager was shocked when a HLE I exchanged my car at (~30 miles away) gave me a car with the tire pressure ranging from 33psi to 41psi and absolutely no washer fluid. That's when I got into the conversation w/ her about what gets done between rentals
