Easy to say when you spend as much time as you do in the country. For a first-timer without mobile GPS, and without an accurate map (the map provided by the hotel was completely worthless), it is the reality.
I will add that I successfully navigated several hundred miles of Chile last week on a motorcycle, with no GPS and only basic maps. But, that was due to the fact that locals were actually helpful and accurate. That environment did not exist for me while in China.
