I guess it depends if your sister flies international. Last time I priced out 4 round trips to LatAm, it was $10k in J and $4k in Y. I would JUMP at the ability to upgrade 4 international round-trips for $1,800.
Although I've never been EXP, so I don't know if there's something that devalues the SWUs...
That is certainly my calculus. In fact, the fare difference is irrelevant because I'd never pay that much, but I
would pay 25,000 miles and a hefty copay, so to me EXP is worth 8 times that, or well more than $1800.
