The hotel person clearly doesn't have a clue about airport taxi rules and the role played by dispatchers of ensuring compliance. I would have called BS on the "probably more than Y2100" quip on the spot.

BTW, my cousin used to live in Huairou and took taxis back and forth between there and town several times per week. He never reported any problems.
