The hotel only had heat on during my mid-March stay, which meant my room was near 80F when I returned to it in the early evening. I opened the sliver of a window to cool it off a bit over night, but I ultimately moved hotels.
I have stayed at the Four Points, Le Meridien and Hongta as well. The Sheraton is average, ranking just above the Four Points (as it should), though well below the other two.
The mechanical systems of some large buildings are cone this way, including in the USA.
For "normal" buildings, China has some interesting laws, with heat not available below a certain line and AC possible in other areas of the country. This was explained to me by a Chinese citizen and resideent.
