Yes, all passengers connecting in the USA from other countries must go through Immigration and Customs. I know that's probably a stupid rule, but it is the rule.
Transferring to a Domestic or Onward International Flight
Onward passengers should exit the Arrivals Hall through the doors marked "Connecting Flights." A Connecting Baggage Desk, located directly outside of the exit, is available to recheck baggage tagged to its final destination. If an agent is not available, or baggage is not tagged to its final destination, passengers should visit their airline's ticket counter.
Please note that there is no secure transit area for passengers transferring from an international to a domestic flight. Passengers exiting the Arrivals Hall are in the airport's public area and are required to go through the security checkpoint at the boarding area for their next flight. Please visit the Transportation Security Administration's website for information about the security checkpoint process.
Passengers may transfer terminals by walking or riding AirTrain, SFO's automated people mover system.
