23kg is the limit of what the baggage handlers consider standard. Anything heavier is considered overweight and has to be handled separately. So not so much the airlines issue but the subcontractor for baggage handling at the airports.

This could explain why you can take 2x23kg but not 1x32kg.
Every time this restriction comes up, we get this bizarre explanation.
Any elite in a premium cabin gets 3x32kg. Any UA gold elite in Y connecting to LH gets 3x32kg, even if the feeder is in LH Y.
And the old limits had been higher for a single bag. And even today, you can just pay the fee and have the heavier back checked nonetheless!
So if the explanation is true - I assume accounting for it is quite tricky - then it is a result of LH driven negotiations. Not the fault of the the weak luggage handlers who still need to lift numerous 32kg bags.
In either case it cannot be used to excuse LH for enforcing that policy.
