His fare rules actually say refund permitted for $200 CAD.

I would call back and speak to another agent, stating you have the fare rules on your receipt showing that you have a refundable ticket. You would be entitled to money back (-$200 CAD).

Otherwise if you don't enjoy sitting on the phone - try sending a tweet to @AirCanada stating you are having trouble getting a refund on a refundable ticket.
