Point of sale is one thing, but in this case, I can't see the logic in offering a fare which is not available to the residents of the country from which the flight originates (changing to Norway as Billing Country gives the same result of W as the minimum fare class available). The only persons who can obtain the L fare on .bomb are those residing in the EU, who hold a US credit card.
