I wouldn't even try to get into the Louvre or any other large museum, it's too time consuming. A few weeks ago I was in Paris waiting in line for the Musee D'Orsay. You have to wait in a long line for a cursory security check outside the famous museums, a check that is clearly just there to provide employment for some guards. At noon, they closed the security check and let us all stand there for 15-20 minutes while they took a break, welcome to France!
another option is to stay at either the Sheraton attached to CDG or the airport Hyatt ( which we did when flying through). Work with a cab or cab company they can pick you up and "hit the highlights" This might be your path of least resistance.
If you cab from CDG back and forth to PHV that's at least 110 euros so use that towards a all day tour.
Just a thought.
