This is not part of the room, and therefore needs to be paid by the customer.
the differentiator is not whether it's called a room tax, city tax or resort fee, nor whether the hotel is located in europe or north america, but whether it's a percentage of the room rate or a flat cash amount.

on award nights, any percentage of the room rate is zero, therefore no percentage tax applies. on the other hand, any tax applied as a flat cash amount or on the number of stars (i think the latter is the case in milan) does not depend on the room rate, therefore the tax must be paid by the guest.
