I will be staying in Paris for only one day (arriving at noon and flying out at like 11:00 the next day) and am considering this hotel due to its excellent reviews. I hear the location is good, but is it ideal for someone with extremely limited time that will want to hit all the major sites (notre dame, eifel tower, etc) all in one afternoon?

The location is ideal, in one of the most upscale parts of Paris, and central to all the main tourist spots. I'm here now, and it's a phenomenal hotel. Definitely lives up to it's billing. That being said, if you're just here for one night and are mainly going to be off seeing sites, then you'd also be fine with less expensive options either in the area close to the PHV or along the central Metro lines (especially Line 1 and 7).
For just one day (arriving at Noon), there's really no way to see all the sites and not be insanely rushed. I'd recommend hitting the highlights of 3-4 places. Your best bet would be a carnet of 10 Metro tickets (13,7 euro) and use that to go from place-to-place, or else just buy Metro tix individually. There's also a one-day Metro Pass, but you'd have to buy two (it's per calendar day, not 24 hour clock). The downside is that you'll miss out on some of the awesome walking areas of Paris, but if you're an "efficient tourist," you could probably do highlights of Notre Dame, Louvre, Arc de Triomphe between that afternoon/early next morning and still have a little time to relax and walk along the Siene later in the evening, during which you'll get awesome views of the Eiffel Tower lit up (also, one of the best views of the tower is just outside the Trocadero Metro stop across the river from the tower).
A lot of people also like the Hop on Hop Off Bus, which goes to all the top sites (although you may end up just driving by many), so that may be an option for you too. I prefer the Metro because it gives you better flexibility to go where and when you want.
