I don't think so. I believe a denial resets the 8/65 day clocks, but not the 12-24 month clock.
I believe what OP is saying is that the approval of the Exec resets the 12-24 month clock. But I guess you are right, a denial reset the 8/65 clock, but no matter what, if the two want to apply for another AA plat, they have to wait 12-24 month. But Exec is not in that clock.
