As someone with a long history of living in DC and substantial history in Chicago, I personally find Chicago's weather to be better on average than DC's. From my perspective, summers in DC are not great, the winter in DC is more extreme than winter in Stockholm (Sweden), and my preferred temperature ranges for spring and fall are at least as fleeting or more fleeting in DC than in Chicago. Weather predictability when I wake up at home in the morning is pretty comparable between the two IME.
