You don't leave the European VAT area until you leave LHR for HKG, hence it should be done there, the last point that you have them.

Goods through checked in hold luggage would be shown at the airport you check them in (i.e. it would be Paris in your case if you had the items in the hold), because that is the last point you have these items to show a customs officer.

As a side query, my friend is flying CDG to KEF (Iceland) spending 7 days there and then flying back to LHR to transit back to HKG (ie only airside in LHR). Is it possible to do the tax stamp process in CDG? Reason for the query is because my friend's transit is very tight in LHR back to HKG so would not be ideal to have to add the time to sort it out in LHR...
Their situation is that they are leaving the European VAT Area when they go from CDG to KEF. That is when they are exporting the items from the area and they should show them in Paris.

When they fly from KEF to HKG via LHR they do not enter or leave the European VAT area, assuming through checked and not needing to go landside etc, so they have nothing to concern themselves about.

What they should reflect upon is the customs and import duty situation of the goods in iceland. I don't know anything about icelandic import duty or restrictions or rules.

They should think about whether they are declaring, or converting them to 'used' while flying with them, or if the iceland rules are fine with it.
No idea, and I've idea what your goods are.
