A year or so ago I was on a flight (either UA or DL) where the FA was making boarding announcements to put *smaller* items in the overhead, and to put the rollabords under the seat. He made this announcement multiple times

As far as not having legroom, I put my backpack under the seat (whether I have a second carryon or not) and in flight I'll move it to the floor under my knees so I have the space under the seat ahead for my legs. A trick I learned on FT (thanks!)
