TSA-approved locks don't do much, according to a former TSA employee who told ABC News that many employees know how to pick the locks to gain access to the bags.
The TSA lock does nothing to stop professional thieves and might suggest the bag has something worth stealing.

Maybe we should be using TSA locks on our carryon bags. A fellow passenger could go into the bin and go through bags, on a long flight, while the bag owner is sleeping.

edited to add: Periodically I'll see a TV news report, or read and article, regarding theft from checked suitcases. Inevitably there will be a mention of the thieves having the master keys/picks to access TSA locks. Prior to the introduction of TSA locks I saw one report where the thieves had key chains with dozens of keys. Looked like they had keys to open every major brand of suitcase.
