That is the problem in the whole process for me. It is either everyone gets them (and the gate agents should really be checking for row 1 and exit rows I think) or no-one gets them.

This isn't rocket science is it. If the tags were only applied at times of high cabin occupancy and in a consistent way then the process might work better.
