Having said that - I've found that once the flight gets within airport control - suddenly I can do everything (including upgrade directly with cash) - but I've still never had a POUG on an outbound TA booking.

Re outbound, when it reaches the T-24 mark don't OLCI. Instead visit MMB and POUG will be offered if available. Happened on plenty of occasions over the last 18months for me.
