As far as I remember, the fever monitors at NRT monitor passengers entering Japan, as they are on their way to Immigration, and not connecting passengers.
We're in Tokyo (city) now, and heading to NRT in an hour or so...fever settled (for now), so less of an issue, and it seems that the scanners are for entry (as they are in most airports - it's just my first time going to NRT not as a connecting pax).
