Whether or not you can access the lounge is irrelevant in this case as the airport in question is YOW. Upon arrival you will go through Canada customs and exit the secure area. You will then go through US customs and enter the trans-border area. Unless I am mistaken, there is no MLL in the YOW trans-border area.
