No his point was wait until T-24 when elite passengers switch their regular economy seats to the ones you mentioned. Then their regular economy window seats will be open for you to take.

Choosing or not choosing a seat when booking doesn't change anything for you - you should be on the lookout for seats, or use ExpertFlyer, as they open up online.
