Club Europe: they get up to 2 gold tags. They just say Club Europe on them, nothing else, so people will love to see them on their bags. What that actually means is "only in Club Europe overheads". In the very rare situation that CE gets full - probably just GVA and 3 row CE - then cabin crew prevail on the smaller bag going under the seat in front, and in CE there's more options there anyway. Can be handed out in lounge, people will actually ask for them.
Green tags: Everyone in ET gets handed just one of these at the boarding gate, nowhere else. No need to count or check, just hand out one each.
I really don't think HBO is the cause of the problem (they don't sell them on packed out flights), the economic uplift is more likely the cause of this - more business travellers, the aircrafts are noticeably fuller than a year ago.
The three and four bag people seem to be
1) Business men with a massive wheelie, a latop bag and a suit carrier
2) Women with wheelie, laptop bag and monster handbag
3) Leisure travellers with shopping bags - the latter are very inefficient, particularly the big paper bags: they are half empty but take a lot of space.
4) Passengers with 2 bags and (say) an awkward shaped hat bag
All the above deserve pinging.
Based on my experience I don't agree that it's anything to do with economic conditions or cyclical. Its more secular. I had no trouble finding overhead space on full flights a decade ago.
Whilst I would agree those taking a sneaky third (or fourth) item should be dealt with first, I still don't think the numbers will add up, particularly in a world of more densely packed slimline seated cabins with more passengers bringing more bags.
Sadly, one of the best ways BA could've incentivised good behaviour, by fast delivery of checked bags, seems to have been a complete failure of design at T5 (as it was at T1).
By comparison, I've found T3 (AA, CX & SQ) much quicker.
