It does not really matter if people reuse the tags, as long as they are attached to the right sized bags.

We can see if someone has too many bags or they are too big. The green tags are good for the passengers, as it would be annoying if they kept having to put their bag into a gauge numerous times, during their journey through the terminal.

The yellow tags are used predominantly to highlight to the customer that this bag should be stowed under the seat.

So they are not really strictly needed and it would not matter if they were reused, what matters is that we consistently highlight the allowance and check conformance. These tags just help that to happen.

I actually am not upset anymore if outstations don't use them as long as the hand baggage is correct. When I do get annoyed, it is when lots of oversized bags come on to the flight and it is obvious that no tagging or checking of sizes has been done at all.
