I can count on the fingers of no hands the number of times I have seen this positively enforced. The yellow labels are so flimsy they are to all intents and purposes entirely voluntary. Token gestures will give token results.

The biggest motivation I have at the moment to take smaller bags with me is ironically the complete shambles of the boarding process which I seek to avoid for as long as possible, thus risking a lack of overhead space for a normal wheelie carry on bag.
