As techie rightly stated, seat management is moved over to airport control before OLCI opens. In my experience this switch often happens more than 60 minutes before the official 24 hour countdown begins which makes the task of selecting seats on last minute bookings problematic, because a PNR with a pending ticketing status only allows seat selection before the switch over. If you wish to choose a seat after the switch the PNR must be ticketed.
