DL does a good job of programming its system to match ticketed fare conditions to reality at check-in. Under DOT rules, the baggage allowance, if any, must be displayed with the e-ticket receipt. That is why the relevant date for this change is the ticketing, not the flight date.
In the rare event that there is a glitch, rather than having a fight with a counter agent, simply pay the fee and then dispute it (attaching e-ticket receipt) on the CC (and, if you want, filing a webform complaint with DOT).
The greater problem is for people who make post-April 30 changes to tickets which require reissue. In that situation, DOT rules would not require that the original baggage allowance "transfer". While DL could certainly honor the underlying allowance, it would not be required to.
Now i see where one could run into a problem. My email receipt shows a baggage fee applying to my itin (even my first class ticket which is weird). The receipt is not showing the baggage allowance that applied at time of booking.
