It's all personal opinion of course

For someone coming from London UK, I'd rank DC/Chicago above Toronto in terms of cities to visit, if one has to choose 2 out of 3 cities

Washington DC - all the FREE museums, capitol hill, Lincoln memorial, Washington monument, free guided tours and etc..

Sadly, as Torontonian myself, I can't say the same @@
It is a city that does take time to be appreciated

In terms of weather in July, I think they're all the same really. Toronto has its share of high humidity and smog alerts in summer
At least one can hide into DC's FREE museums when it gets too hot outside
