Yes, I'd skip Toronto and focus on Chicago & DC only
I look forward to go back to DC, then Chicago, but not so much Toronto :P
Why skip Toronto?
Reasons to visit - see a Blue Jays or an FC game, enjoy the most cosmopolitan cuisine in N America, attend jazz festival, day trip to Toronto Island, do a day trip to Niagara!

Why visit DC in the summer??
The humidity is unbearable, and the place is packed with tourists!

Chicago, I agree! Worth a visit! DC, why bother?
