That said, as I tell whomever that there is room above and to open the bin. I just do not close it and say nothing.

On the CRJ200s, I have had some FAs that do this for the bulkhead passengers. I disagree that it is DYKWIAish or inconsiderate, especially when the poster communicated it to the passenger(s) seated in the vicinity.
