I know it's a old thread but how about Samsung Galaxy Note 8.0
8 inch screen, quad core with 2GB RAM.
I have the 4G version of this device known as GT-5120 with Three UK and it comes with phone function both hardware and software.
I have even sent and receive sms with it.
