On the CRJ200s, I have had some FAs that do this for the bulkhead passengers. I disagree that it is DYKWIAish or inconsiderate, especially when the poster communicated it to the passenger(s) seated in the vicinity.
I wouldn't call it "Do You Know Who I Am..." I'd call it "Do You Know I Should Be Able To Put My Bag Near My Seat; Please Put Your Bag By Your Seat."
