If you want a better seat it pays to go to the airport early and ask for the blocked seats in the first row. I usually have received those seats so far without questions asked if the flight is not full and the PPS members have checked in or have seat assignements.
In SIN it is a 50/50 chance, even as PPS. CI staff is not really helpful there and often goes according to the book. And at all instances they asked the supervisor to confirm to release row 31 seats (in A330 there are no bassinets in the window rows).
Yesterday at CI I heard the blunt statement "sorry seat cannot be changed due to weight distribution". Aircraft was almost empty and the crew approached me immediately when i entered "please feel free to spread around, the load is actually quite light".
