Went to 5 H&R Block offices and all required to do taxes before issuing the card. I really want to start an argument on the 5th attempt, but forget it because it will go no where.

The f'ed up part of HR Block Emerald Card website states -> Emerald Prepaid MasterCard -> Ready to get your card? -> Find an Office -> No fee to open -> Visit a tax office and leave with a year-round banking solution.

The key word here for going into a HR Block for the Emerald Card is leaving with banking solution, not tax-prepared solution.
