There is an AS Baggage counter on the left side of the immigration hall. Its been staffed the times I've paid attention walking past it, so you should be able to check luggage that way. If for some reason the Alaska baggage kiosk in the immigration hall is closed, there are Alaska counters directly next to the entrants to the US immigration area.
You *will* need to clear CDN customs and then US customs.
