There's one at IAH too for GE. I checked out the TSA website and found the following information about the DTW location:
Note: TICKETED PASSENGERS ONLY OR THOSE WITH AN APPOINTMENT ONLY. Applicants must either have a boarding pass OR an appointment with a confirmation page to obtain a gate pass to access the enrollment center. This TSA Pre ✓ ™ location is inside of Detroit Metro Wayne County Airport (DTW) in the McNamara Terminal, Concourse A near link to Concourse B/C beyond the security checkpoint. Applicants must have a boarding pass to access this area.

To sign up for PreCheck only you can apply at an enrollment center and if approved you'll get your card in 2-3 weeks. Or, you can apply online and when conditionally approved make an appointment for the interview and be instantly approved after the interview (which is how Global Entry works).
