I think it's always worth a brief, politely worded, feedback form - it's possible no-one knows about the problem. Flagging it up can only help get it fixed.
Sorry, let's be clear on this. Someone, connected witn BA knows about something like this. The CSD, purser, pilot.... may not know about it.

It may not have been recorded in whatever log it should've been, but somebody, even a cleaner, maintenance, whatever, surely saw it.

IF on the other hand the system did operate as designed and it's entirely possible for such shoddiness to fly around for a long period of time, I'd question how more serious/non-cosmetic issues are picked up.
