R/O does to our knowledge mirror RP/OP and we have noted that they do represent upgrade certificate inventory in the class code descriptions. This is mirroring is done so travel agents can search/book upgrades as most GDSs only support single letter class codes. This is also clearly stated on the DL website under both Global and Regional certificates terms: http://www.delta.com/content/www/en_...tificates.html:

Delta representatives must book in "RP/OP" class and travel agencies must book in "R/O" class.
