I also had MANY issues trying to buy a MO from Lucky's supermarket, it kept spitting out "not enough funds". I had the right pin and I had the right card and I made sure the MO was a dollar or two or three less than the VGC - still no luck. Said it was my bank's debit card and that was how it was processed - in theory
