AGR has a program to "share points" between accounts. Sharing costs 1 cent per point. Using sharing, it would be better to have the lower balance account share to the higher balance account. Your dad could share 12k points to your mom's account for $120. If you added another 3k ($30), then that would get the 60k needed for a three-zone bedroom.
