What makes HOU special outside of the DTW, SDF, RDU, DCA, LGA, and BDL that also get the ability to book int'l res to those 3 cities on August 5th? If anything, the sticky might just need to be updated with a full table of when cities get int'l options and to which markets.
The link you're talking about says when the travel to cities begins, not when you can BOOK those flights.
For international bookings, only HOU, ATL, BOS, BWI, MCO, or PIT can serve as the origination/destination airport.
All other cities require separate bookings for "positioning flights."
